0.0 CONTENTS
1.0 Purpose
The purpose of this policy is to describe the standing committees of the College of Charleston Libraries including: method of formation (i.e., appointed or elected), composition, charges, and reporting lines. In general standing committees provide support for the administration of the Library. They are also used in certain instances where cooperation and decision making across departmental lines are desirable. Further, the policy describes the process for selection in the subcommittees of the Library Committee of the Charleston Higher Education Consortium.

2.0 Formation and Composition
The Dean of Libraries is responsible for the establishment of standing committees with input and recommendations from the Assistant Deans, Department Heads, and staff of the Libraries as needed. Committee members will be appointed by the Dean based on the position held by the individual or some expertise of the individual. Terms of office for members of committees are from September 1 through August 31. Committee members may serve consecutive appointments at the pleasure of the Dean.

3.0 Charges and Reporting Lines
Each Standing Committee will have a charge and report to either the Dean of Libraries or a member of the Administrative Group. Charges will usually be prepared by the individual to whom the committee reports. (See description of Standing Committees, Section 4.0, for specific charges and reporting lines.) The Dean of Libraries is an ex officio member of all Library Committees.

4.0 Description of Standing Committees
- 4.1 Collection Development Committee
- 4.1.1 Charge: To formulate policies and guidelines needed in the Collection Development program of the Library including the Learning Resources Center and the Marine Resources Library (College of Charleston purchases only). To review all new serial title orders and cancellations. To participate and recommend practices related to the overall system of acquisitions, e.g., approval plan coverage, book budget recommendations, etc. To develop, maintain and update a Collection Development Policy.

- 4.2 Bibliographic Instruction Advisory Committee
- 4.2.1 Charge: To advise and assist the Dean in planning and evaluating all programs of library instruction and orientation.
- 4.2.2 Reports to: Dean of Libraries
- 4.2.3 Membership: Assistant Dean of Public Services, chair Five Staff members
- 4.3 Browsing Books Selection Committee
- 4.3.1 Charge: To select new browsing titles.
- 4.3.2 Reports to: Dean of Libraries
- 4.3.3 Membership: Four Staff members (including Head, Collection Development Department); Chair appointed by Dean
- 4.4 Technology Advisory Committee
- 4.4.1 Charge: To advise and recommend to the Dean the appropriate applications from emerging technologies (automation) to enhance the Libraries' performance.
- 4.4.2 Reports to: Dean of Libraries
- 4.4.3 Membership: Assistant Dean for Technical Services, chair

- 4.5 Preservation Committee
- 4.5.1 Charge: To recommend appropriate policies which prevent, arrest, or reverse the deterioration of library materials. As necessary, to coordinate the implementation and monitor preservation activities throughout the library. To educate and train library staff.
- 4.5.2 Reports to: Dean of Libraries
- 4.5.3 Membership: Five Staff members

- 4.6 Staff Research and Development Committee
- 4.6.1 Charge: To evaluate all requests except administrative travel requests. To make recommendations to include evaluation of research projects as well as proposed travel. (For additional information, see Policy #7)
- 4.6.2 Reports to: Dean of Libraries
- 4.6.3 Membership: One library administrator

- 4.7.1 Charge: To design and maintain the Library's World Wide Web pages.

5.0 Compensatory Leave Credits
Records must be maintained by supervisors for all employees who receive holiday compensatory leave credits. These records are subject to audit by the State Budget Control Board. Records shall provide (in hours) the following:

6.0 Appointment to CALC Subcommittees
5.1 The Dean of Libraries will make one year appointments to CALC Subcommittees at the beginning of the fiscal year.
5.2 Appointments to subcommittees will attempt to match individual duties with the subcommittee charges. Usually one member of the Library will be appointed to each subcommittee but this does not preclude the involvement of other staff members in appropriate CALC business.
