Library Policy #3: policy on state holidays

1.0 Definition

A holiday is a day in which a permanent employee receives leave with pay in addition to annual leave. Holidays are designated by the President of the College of Charleston in accordance with the State Personnel Rules Manual Section III, 703.07, "Holiday Guidelines." The College President annually circulates a list of holidays which the College observes. This notice is located in the Administrative Memoranda and Notices which is available from the library secretary.

2.0 Authority

The Director of Libraries has the authority to keep the Library open during a holiday.

The Library schedule is established by the Assistant Director of Public Services with the approval of the Director of Libraries. Supervisors will set schedules for each area and employees may be required to work by their supervisor.

3.0 Observance

Usually the library will be closed during designated College holidays. If the library does remain open, holiday hours may vary from the normal schedule and will be determined by the Assistant Director for Public Services with the approval of the Director of Libraries.

Holidays are to be taken on the prescribed day unless it is necessary for the employee to be at the work station. All library staff will observe the holiday on the prescribed day with the exception of the reference and circulation staff to keep the library open. Any exceptions to this policy must be approved in writing by the Director of Libraries. Prior notice insofar as possible shall be given to employees who must work holidays.

4.0 Compensatory Time

Those employees who are required to work will receive the total number of hours worked in special compensatory leave credits. These credits must be used at a time (within one year from the date of the holiday) agreed upon by the employee and the supervisor. If the holiday falls on a day when the employee does not normally work, the employee will be given compensatory leave credit only if such credit is necessary for the employee to receive the same number of holidays as a Monday - Friday employee receives.

5.0 Compensatory Leave Credits

Records must be maintained by supervisors for all employees who receive holiday compensatory leave credits. These records are subject to audit by the State Budget Control Board. Records shall provide (in hours) the following:

  1. Compensatory leave earnings
  2. Time and date leave expended

6.0 Miscellaneous

When a legal holiday falls during a period of sick or annual leave, that day will not be counted as a sick or annual leave day.

Holiday compensatory leave credits are awarded only to those employees who are required to be on the job and performing authorized work.

Permanent part-time employees who work legal holidays shall receive a prorated amount of holiday time in compensatory leave credits in accordance with section 703.07, E 4 of the State Personnel Rules Manual.

Employees who are on leave without pay shall not receive leave credit for holidays falling during this period of leave without pay.

All holiday practices shall be in accordance with the State Personnel Rules Manual and the Administrative Memoranda and Notices of the President of the College of Charleston.
