Library Policy #28: Policy on the Delivery of Books and Articles to Faculty and Staff

1.0 Scope

This policy establishes guidelines for delivering books and copies of journal articles which are available form the Addlestone Library collection to faculty and staff.

2.0 Purpose

Faculty and staff now have access to the College of Charleston library catalog and to a variety of indexes and abstracts now over the campus network. Within the guidelines of this policy, the library staff will provide timely delivery of books and copies of journal articles to faculty and staff to extend the library into their offices.

3.0 Operation

3.1 The Interlibrary Loan Unit staff have the overall responsibility for maintaining the system for book and journal delivery. The department accepts requests on printed and electronic forms.

3.2 All patrons must sign or initial a copyright compliance statement for each article request.

3.3 The Interlibrary Loan Unit staff tracks the deliveries of journal articles and books to eligible borrowers using an internal software system.

3.4 Normally requests will be processed and delivered within forty-eight hours (excluding weekends and holidays) if materials are available. If materials are not available in the Robert Scott Small collections (checked out, at the bindery, etc.), the library staff will contact the patron before proceeding with an interlibrary loan request. Interlibrary loan requests may take from three days to three weeks or more depending upon availability and location.

3.5 Faculty and staff submitting interlibrary loan requests for items in the College of Charleston collection will receive those materials via document delivery; items may not be received within forty-eight hours.

3.6 The Reference Department is responsible for coordinating publicity and generally educating users about what may be copied and especially how much may be copied (i.e., an article not an entire journal).

4.0 Eligibility and Limits

4.1 Only full time faculty and staff who are registered on the College's online library circulation system may use this service. Faculty and staff with overdue library loan materials are ineligible for this service.

4.2 Only two items may be requested per day (Monday-Friday).

4.3 Limits on the number of articles are also determined by the restrictions of the current United States laws governing copyright. The guidelines as set forth in Title 17, Section 107 state the following:

  • Only one article may be copied from a current issue of a periodical, or newspaper.
  • No more than five articles from the same journal covering the most recent five years may be requested.
  • One article may be requested only one time.

5.0 Delivery and Return of Materials to the Collection

5.1 All books will be checked out to the borrower using ht patron barcode from the College's libraries' online circulation system.

5.2 The library will not deliver reference books, periodicals, materials from the Special Collections, or other non circulating materials. Library staff will continue to deliver materials from the Marine Resources Library, however it will take longer than the normal forty-eight hours (usual 3 - 4 days).

5.3 The interlibrary loan staff will deliver books to faculty and administrative offices at the main campus and the department secretary or the administrative assistant will be asked to initial receipt of all books. Articles will be sent to faculty and staff main campus offices via campus mail.

5.4 Faculty and staff are responsible for returning books by the due date stamped inside the book(s); renewals should be requested from the Circulation department.

5.5 Faculty and staff are responsible for lost materials once the department secretary signs the delivery log.

5.6 Materials will be delivered to main campus office.
